The demonstration meeting for the construction and operation plan of "National Materials Corrosion and Protection Data Center"


On September 3rd, the Ministry of Education organized experts to conduct a demonstration meeting on the construction and operation of the "National Materials Corrosion and Protection Data Center" at the University of Science and Technology Beijing. More than 40 people including Academician Xie Jianxin, Academician Li Wei, Academician Mao Xinping and other 15 demonstration experts, deputy director of the Basic Research Department of the Ministry of Science and Technology Guo Zhiwei, investigator of the Technology Platform Division Li Hua, Shi Lei, Xu Bo, director of the Operation Department of the National Science and Technology Infrastructure Center Li Renjie and Zhou Bin, deputy directors of the Department of Science and Technology of the Ministry of Science and Technology, vice president of the University of Science and Technology Beijing, Wu Aixiang, dean of the Research Institute, Liu Xuefeng, director of the “National Materials Corrosion and Protection Data Center” Professor Li Xiaogang, and all members of the data center attended the meeting.

The demonstration meeting was hosted by Li Renjie from the Basic Division of the Science and Technology Department of the Ministry of Education. Professor Li Xiaogang, the director of the National Materials Corrosion and Protection Data Center, made a detailed report on the data center's preliminary foundation, development goals, key tasks, and five-year construction and operation plan. As one of the first 20 national scientific data centers of the Ministry of Science and Technology, and the only national scientific data center of the Ministry of Education, the "National Materials Corrosion and Protection Data Center" signifies that China's material service field has formed a professional and authoritative data science platform that has been coordinated at the national level, including scientific data production collection, data integration processing, and data sharing applications of a full chain which has an important supporting role in improving the service life of materials in China and promoting the innovation and development of material genetic engineering.

Guo Zhiwei, Deputy Director of the Ministry of Science and Technology, made specific suggestions for the next step of the National Materials Corrosion and Protection Data Center. The first is to raise awareness and fully recognize the importance of the construction of the National Science Data Center to promote the development of materials and corrosion disciplines and support scientific and technological innovation. The second is to accurately locate the national scientific data center, which must closely focus on the needs of the development of scientific and technological innovation, and support and serve the national strategic goals. The third is to improve the capacity of University of Science and Technology Beijing as the main body of construction must coordinate resources in terms of people, financial, and material resources, increase support, and effectively improve scientific data collection, processing, collation, and foreign service capabilities. Fourth, we must strengthen management, strengthen the main responsibility of legal entities, and improve the scientific data talent team building and management to ensure the security of data and the stability of the talents, and provide high-quality support for the data center.

Li Renjie, the Deputy Director of the Ministry of Education, fully affirmed the team of Professor Li Xiaogang in decades of material environmental corrosion test and data accumulation, material environmental corrosion field test station network and evaluation technology system construction, and the country's first batch of "material environmental corrosion field scientific observation research". The platform established and developed, the Ministry of Education's National Materials Corrosion and Protection Data Center and other important work have achieved outstanding results. University of Science and Technology Beijing as the main body of construction of the National Materials Corrosion and Protection Data Center, should strongly support the development of data centers and rely on this national platform to further promote the collection, processing, mining, sharing, and co-construction of corrosion data.

Experts participating in the meeting have provided valuable opinions and suggestions on the construction and operation plan of the "National Materials Corrosion and Protection Data Center" from the perspective of national strategy, according to the current research status and future development of corrosion data at home and abroad. Experts agreed that the establishment of the “National Materials Corrosion and Protection Data Center” relying on the University of Science and Technology Beijing is in line with the national key strategic development directions, and can play a huge role in leading the development of domestic materials and corrosion disciplines, integrating material service data, and guiding common technology research and development. Inferior to raising the international status of China's materials and corrosion disciplines. The experts believes that the University of Science and Technology Beijing should give full support from various aspects such as land resources, hardware support, and capital resources to ensure the normal operation and future development of the data center; the data center should further strengthen the integration of data resources, improve data quality, improve data processing and mining capabilities; strengthen key technology research and development, optimize data sharing and data exchange mechanisms; through data processing, condense scientific issues, improve research level; strengthen data platform hardware and security construction, strengthen full-time management team building, and strengthen international cooperation. The successful convening of the demonstration meeting provided practical guidance for the next development direction and long-term planning of the National Materials Corrosion and Protection Data Center.

The establishment background of "National Material Corrosion and Protection Scientific Data Center":

On June 5th, 2019, the Ministry of Science and Technology and the Ministry of Finance released the list of optimization and adjustment of the national science and technology resource sharing service platform. In order to implement the requirements of the “Scientific Data Management Measures” and the “National Science and Technology Resource Sharing Service Platform Management Measures”, standardize the management of the National Science and Technology Resource Sharing Service Platform (referred to as the national platform), improve the technology resource sharing service system, and promote the open sharing of science and technology resources to the society, the Ministry of Science and Technology and the Ministry of Finance carried out the optimization and adjustment of the original national platform. Through department recommendations and expert consultation, a total of 20 national scientific data centers and 30 national biological germplasm and experimental material resource banks were formed. Among them, the “National Material Corrosion and Protection Scientific Data Center” undertaken by the University of Science and Technology Beijing has officially become one of the 20 national science data centers.
